SFPUC Seeking Renewable Energy Supplies for New Discount Programs Serving Disadvantaged Communities
Request for Offers Accepted through December 15, 2021

San Francisco, CA –The San Francisco Public Utilities Commission (SFPUC) is now accepting bids for Renewable Energy Supplies that will serve low-income CleanPowerSF customers in San Francisco. These additional energy resources will help increase access to clean, reliable, and affordable energy in communities most impacted by pollution.

Through a formal Request for Offers (RFO), the SFPUC seeks to purchase energy and associated capacity from new renewable energy resources located within the state’s disadvantaged communities (DACs), as defined by CalEnviroScreen 3.0. These resources will serve two new, recently announced, electricity discount programs that will be offered to eligible CleanPowerSF customers: the CleanPowerSF Disadvantaged Communities Green Tariff (“DAC-GT”) and the CleanPowerSF Community Solar Green Tariff (“CSGT”).

The CleanPowerSF Disadvantaged Communities Green Tariff program is expected to begin serving customers in early 2022 with renewable energy from an already operating interim resource. CleanPowerSF plans to transition participating customers to renewable energy produced by a new project located in Northern California, as a result of this solicitation. Eligible customers must live in a state-determined DAC in CleanPowerSF’s service area and must be low-income (eligible for the state’s CARE or FERA discount programs). CleanPowerSF expects to serve approximately 1,200 customer accounts through the CleanPowerSF DAC-GT program.

The CleanPowerSF DAC Community Solar program will begin to serve customers by mid-decade. Eligible projects must be solar resources and located in a DAC that is within five miles of subscribing customers. To be eligible to subscribe, customers must live in a DAC. At least 50 percent of the project’s capacity must be subscribed to by low-income customers, while the remaining 50 percent will be open to all DAC residents. CleanPowerSF expects to serve about 350 customer accounts with the CleanPowerSF CSGT program.

To meet the resource needs of these programs, the SFPUC is currently seeking bids for the following product types:

  • Product 1 – DAC-GT: Product Content Category 1 (“PCC 1”) Energy, Environmental Attributes, and Capacity Attributes (if applicable) from new Eligible Renewable Energy Resources (ERRs) (“Renewable Product”) from facilities up to 2 MW in size and entirely located in DACs within PG&E’s service territory;
     
  • Product 2 – CSGT: Product Content Category 1 (“PCC 1”) Energy, Environmental Attributes, and Capacity Attributes (if applicable) from new solar photovoltaic facilities up to 0.6 MW in size and entirely located in DACs within PG&E’s service territory and no more than five miles from a DAC in CleanPowerSF service territory.

Bids submitted for the respective product types shall meet the following additional criteria:

  • Initial delivery date no later than December 2025
  • DAC-GT resources must be at least 0.5 MWAC and no more than 2 MWAC in size
  • DAC-GT resources must be entirely located in DACs within PG&E’s service territory and no more than five miles from a DAC in CleanPowerSF service territory
  • CSGT resources shall be no more than 0.6 MWAC in size
  • CSGT resources must be entirely located in DACs within PG&E’s service territory and no more than five miles from a DAC in CleanPowerSF service territory
  • CSGT bids must be accompanied by a letter of support from a non-profit, community-based organization, or school that will serve as a sponsor for the project.
