SFPUC Commission
We are dedicated to transparency and fairness in our service to you.
The San Francisco Public Utilities Commission consists of five members, nominated by the Mayor and approved by the Board of Supervisors. Their responsibility is to provide operational oversight in areas such as rates and charges for services, approval of contracts, and organizational policy.
The Commission meets on the second and fourth Tuesdays of each month, unless otherwise noted on the agenda. Meetings take place at San Francisco City Hall, Room 400, and begin at 1:30PM. Members of the Commission attend meetings in person. Members of the public are invited to observe meetings in-person or remotely by streaming the meeting live online as described on the posted agenda.

Members of the public attending meetings in person or remotely may provide public comment on every action or discussion item. Members of the public are encouraged to provide public comment via email to commission@sfwater.org by 4 PM the day before the meeting to ensure your comment is received by the Commission in advance of the meeting. All comments received are made part of the official record.

Kate H. Stacy
Commission President
Kate H. Stacy is the President of the commission. She served as a Deputy City Attorney at the San Francisco City Attorney’s Office for 32 years, where she oversaw some of the City’s most notable infrastructure projects, including the Water System Improvement Program, a multi-billion dollar upgrade to the regional water system. She worked as a Deputy City Attorney on the Land Use Team from 1989 to 2008 before serving as Chief of the Land Use Team from 2008 to 2021. Other projects where she managed the environmental and regulatory frameworks included the Giants Ballpark, Mission Bay development, M.H. DeYoung Museum construction, Palace of the Legion of Honor expansion, and the 34th America's Cup. She worked extensively on the City's housing legislation, the Inclusionary Housing Charter Amendments, affordable housing implementation, and other major developments. She also served as General Counsel to the Planning Commission and Department, Historic Preservation Commission, and the City Arts organizations. She served on the Board of Directors for Intersection for the Arts from 1987 to 1991, and she was president of that board from 1989 to 1991.
Stacy and her husband raised three children in San Francisco, and her children learned more about the SFPUC water system than they ever wanted to know, visiting Hetch Hetchy Reservoir regularly. She was an active and dedicated volunteer in the San Francisco public school system for many years.
Stacy graduated from the University of Chicago Law School and received her B.A. from Swarthmore College.
Commissioner Stacy serves in Seat 4: Shall be a member with experience in water systems, power systems, or public utility management. Her current term ends August 1, 2026.
Joshua Arce
Commission Vice President
Joshua Arce is the Vice President of the Commission. He serves as Special Assistant with the Northern California District Council of Laborers, which represents nearly 30,000 members of the Laborers International Union of North America (LIUNA) from the Central Valley to the Oregon border. He provides policy, organizing, legislative, and legal support to LIUNA and serves as an adviser to the California Alliance for Jobs, advocating for the state's public infrastructure.
From 2018 to 2023, Arce was Director of Workforce Development under Mayor London Breed, overseeing $40 million in programs aimed at supporting local job seekers while coordinating the business, labor, education, and community partnerships that make up San Francisco's workforce development system. His local government career began as Director of CityBuild, a nationally recognized construction pre-apprenticeship training program.
Arce also served as President of the San Francisco Commission on the Environment while leading Brightline Defense Project, a civil rights and environmental justice nonprofit. There, he represented ratepayers in California Public Utilities Commission proceedings on low-income energy savings and efficiency programs and helped develop economic opportunity policies. He holds a JD from UC Law SF (formerly UC Hastings) and a BA in Political Science from UCLA.
Commissioner Arce serves in Seat 2: Shall be a member with experience in ratepayer or consumer advocacy. His current term ends August 1, 2026.
Avni Jamdar
Commissioner
Avni Jamdar has over 14 years of experience in advancing zero carbon project opportunities, facilitating community workforce agreement negotiations and implementation, and leading community engagement efforts to center equity in environmental policies.
Jamdar currently serves as the Director for the Northern California region for Emerald Cities Collaborative. She leads the design and implementation of programs serving minority, woman, and disabled veteran-owned business enterprise (MWDVBE) contractors in the green construction sector. She has successfully led several community engagement processes in San Francisco, the Bay Area and across California to engage diverse stakeholders to design building decarbonization policies, projects, and climate action plans with a focus on equity. She also partners with health and educational anchors in the Bay Area to facilitate sustainable procurement for food and climate resilience projects. She was appointed to the SFPUC’s Citizen Advisory Committee by Mayor Ed Lee in 2012.
Jamdar lives with her husband and daughter in San Francisco. She holds a Master of City Planning from the University of California, Berkeley, and a diploma in architecture from the Center for Environmental Planning and Technology in Ahmedabad, India.
Commissioner Jamdar serves in Seat 1: Shall be a member with experience in environmental policy and an understanding of environmental justice issues. Her current term ends in August 1, 2028.
Stephen E. Leveroni
Commissioner
Stephen E. Leveroni is a fourth-generation San Franciscan, accomplished business leader and community volunteer. He is a founder, principal and executive vice president of Newfront Insurance Services, a leading national insurance brokerage, where he manages key client relationships and lends his business strategy skills to mitigate risk and maximize results for clients nationwide. Prior to Newfront, Leveroni built one of the Bay Area's largest independent brokerage firms (Boring-Johndrow-Leveroni-Vreeberg), before merging with ABD Insurance Services, and Newfront.
His financial acumen was forged early in his career, in increasingly responsible management and lending positions with three venerable San Francisco financial institutions, Columbus Savings and Loan, Redwood Bank and Hibernia Bank. His first job brings him full circle with the City and County of San Francisco; upon graduation from Gonzaga University, he joined San Francisco’s Department of Parks and Recreation, where he served as Director of Tennis, managing 154 courts and 20 employees.
Leveroni raised his family in the Richmond District, and with his wife Mary Kay, is committed to elevating communities through education, wellness and community stewardship. He coaches youth basketball and has led fundraising efforts to expand the facilities of the Salesian Boys and Girls Club. An avid outdoors person, he is committed to the restoration of wetlands and administers the scholarship program for the California Farm Bureau.
Commissioner Leveroni serves in Seat 3 which is the project finance seat. Commissioner Leveroni has over 40 years in the banking and insurance industries. His current term ends in August 1, 2028.
