Southeast Community Facility Commission
The Southeast Community Facility Commission (SECFC) is a seven-member, mayoral-appointed leadership body that provides guidance to the SFPUC and the SF Board of Supervisors regarding strategic, financial and capital improvement plans, programming and operations for the Southeast Community Facility (SECF) and Greenhouses. The SECFC also promotes and advocates for special services and the improvement of the general economic, health, safety and welfare of residents in San Francisco’s southeast neighborhoods. The Commission partners with community members to form committees that play a unique role in supporting the SECFC’s efforts. Commission Meetings
SECFC meetings are open to the public and held every fourth Wednesday of the month. Meetings are held at 1550 Evans Avenue in the Alex L. Pitcher, Jr. Community Room beginning at 6 pm, unless otherwise specified.
SECF Advisory Committees and Meeting Schedule
The Community Programs Advisory Committee’s mission is to create and promote strategies in health, workforce, careers and education to benefit the community. This committee meets every second Monday of the month from 12 pm to 2 pm.
The Facility & Design Advisory Committee’s goal is to review the planning, design and program elements of the Southeast Community Center. This committee convenes every second Thursday of each month from 4 pm to 6 pm.

Meet the Commissioners
Dr. Gina Fromer
Chair
Commissioner Fromer was born and raised in the Bayview-Hunters Point neighborhood. She has spent nearly three decades in various leadership roles serving youth and families, including stints at the Bayview YMCA and Young Community Developers. As the CEO of San Francisco Education Fund, she manages a staff of 16 and oversees the organization’s partnership with the San Francisco Unified School District and the San Francisco Citizens Initiative for Technology and Innovation. Prior to joining the SF Education Fund, she served as the California State Director at The Trust for Public Land, where she created new parks in low-income neighborhoods in San Francisco and Los Angeles and protected treasured landscapes. She also oversaw a comprehensive strategic planning process for the California office and led its Climate Conservation program, providing agency and nonprofit partners with tools to address climate change. Commissioner Fromer is the recipient of the prestigious Jefferson Award for Community Service, the KQED Local Heroes Award, and a host of other awards and honors.
Karen A. Chung
Commissioner
Commissioner Chung is an experienced certified public accountant and owner of an accounting firm, Karen Chung CPA. Her appointment to the SECFC began in 2008. She has served on the National Unification Advisory Council of Korea (NUAC) since 2001 and the Korea Overseas Women’s International Network since 2005; she is currently the President of NUAC as well as the President of the Northern California Korean American CPA Association. In addition, Ms. Chung has been an advocate for the needs of the global community through her work with the Global Children Foundation (GCF); she began working with the GCF in 2000 and served as president from 2009 to 2012. She has been recognized for her community service and leadership by several local, state and national organizations and agencies, including the 2006 Presidential Award on behalf of the NUAC, the 2012 U.S. Congressional Award from Representative Charles Rangel, the 2010 Community Service Award from the California State Board of Equalization, and the 2009 Community Service Award from the Martin Luther King, Jr. Civic Committee of San Francisco.
Marlene Tran
Commissioner
Commissioner Tran was born in Vietnam and received her elementary and secondary education in Hong Kong. She continued her educational aspirations after coming to California and received teaching & counseling credentials and college degrees from CCSF, UC-Berkeley, San Francisco State and the University of San Francisco. She has mobilized residents to attend community meetings and advocated for neighborhood safety, improved public transportation, and economic & educational opportunities in the Bayview Community. Ms. Tran petitioned and taught at the successful expansion of the CCSF ESL/Citizenship classes for adults at Visitacion Valley Community Center for 15 years and has received many awards for promoting cross-cultural understanding in the Bayview Community.

Commissioner
Commissioner Posey, a native of Bayview-Hunters Point, is an award-winning Bay Area mentor affectionately known as Uncle Damien in the community. He is the founder and executive director of Us4UsBayArea, which uplifts people through community action and violence prevention based on knowledge of self-resources and mentorship. Damien Posey has spent the last decade dedicating his time to advocate non- violence and exploration of healthy hobbies in order to help the youth in his community.
Chika Mezie
Commissioner
Chika Mezie is a Bayview/Hunters Point resident and native who has dedicated several years of being a community leader in her neighborhood since the age of 14. She is the Programs Manager with the A. Philip Randolph Institute San Francisco (APRISF) where she continues to grow and develop her leadership skills and directly implement new ideas to further support her community.
During the pandemic she helped manage the Tech Hub that helped provide direct tech support and services bridging the digital gap amidst the COVID-19 pandemic. Additionally, she plans and coordinates special events that boost community engagement and awareness around the India Basin Waterfront Park Project serving as both an India Basin Equitable Development Planning Committee Member and an India Basin Campaign Cabinet Member.
Chika prides herself in providing a fresh perspective from the younger generation of leaders in Bayview Hunters Point and is committed to stepping up and serving as much as she can to push for progress at all levels within her community.
