Clean energy makes a difference and so do stable rates. With our electricity services you get both.
We believe all San Franciscans should have access to affordable, clean electricity. As a not-for-profit power provider, we set our rates based on the cost of getting power to our customers. We invest the money we collect back into our services and programs that serve the local community.
To provide predictability for our CleanPowerSF and Hetch Hetchy Power customers, the San Francisco Public Utilities Commission (SFPUC) updates its electricity rates annually every July 1. Subject to public approval, new power rates will go into effect on July 1, 2025.
Our Public Process for Setting Rates
All proposed rate changes are reviewed, discussed, and adopted through a public process.
The SFPUC's Rate Fairness Board will discuss proposed electricity rate changes for both CleanPowerSF and Hetch Hetchy Power customers beginning in February 2025.

The SFPUC Commission is expected to take potential action on proposed power rates for both CleanPowerSF and Hetch Hetchy Power customers at their meeting on Tuesday, April 8, 2025. This meeting is open to the public.
- Members of the public attending Commission meetings in person or remotely may provide public comment on every action or discussion item. Members of the public are encouraged to provide public comment via email to commission@sfwater.org by 4 PM the day before the meeting to ensure your comment is received by the Commission in advance of the meeting. All comments received are made part of the official record.

Public Process for Setting Rates
As a not-for profit, public power utility, the SFPUC is committed to a transparent, public rate setting process that prioritizes local customers rather than profits for shareholders. Below are four steps we take as part of our rate setting process:

The SFPUC studies rates every five years to match the real cost of giving supplying power to customers power with what we charge them. We finished the last Power rates study in 2022 and focused on: fairness for customers, protecting the environment, covering our costs, and making rates affordable, and easy to understand and predict.

We set new Hetch Hetchy Power and CleanPowerSF electric power rates for the SFPUC every year in July. The SFPUC and the public carefully look at our rates before we change them.

With each year’s rate change, the Rate Fairness Board—made up of appointed members including San Francisco residents and business owners-- reviews and gives us advice on rates. Four meetings of the Rate Fairness Board were held in 2024.

The five-member San Francisco Public Utilities Commission provides oversight to the SFPUC’s operations, including power services. The Commission approves contracts and helps set agency policies and rates for services. On May 14, 2024, the Commission held a public hearing to review and approve new rates for agency services. Upcoming Public Meetings
We are committed to a transparent, public rate setting process guided by the principles set in our Ratepayer Assurance Policy and as required by state law. Our annual rate setting process includes public meetings held by the Rate Fairness Board and a hearing held by our five-member SFPUC Commission.
Rate Fairness Board
The Rate Fairness Board consists of appointed members including local residents and business owners. The Rate Fairness Board will be meeting to review and provide comment on proposed changes to SFPUC Power rates beginning in February 2025.

San Francisco Public Utilities Commission
The San Francisco Public Utilities Commission consists of five members, nominated by the Mayor and approved by the Board of Supervisors. Their responsibility is to provide operational oversight in areas such as rates and charges for services, approval of contracts, and organizational policy.
The Commission meets on the second and fourth Tuesdays of each month, unless otherwise noted on the agenda. Meetings take place at San Francisco City Hall, Room 400, and begin at 1:30PM. Members of the Commission will attend these meetings in person. Members of the public are invited to observe the meetings in-person or remotely by watching live online as described on the posted agenda.

Hetch Hetchy Power and CleanPowerSF Rates
As your local clean electricity provider, we supply more than 75% of the electricity consumed in San Francisco today through our CleanPowerSF and Hetch Hetchy Power programs.
Hetch Hetchy Power is San Francisco’s full-service public power utility. The SFPUC bills Hetch Hetchy customers for both power generation (supplying electricity) and distribution (delivering it to your home). Hetch Hetchy Power rates include both generation and distribution charges.CleanPowerSF is San Francisco’s community choice aggregation or CCA program that supplies customers with cleaner electricity at affordable rates. On your monthly PG&E bill, you will see electric generation charges from CleanPowerSF, which reflect the cost of sourcing the electricity used at your home or business. This charge replaces the charge you would receive from PG&E if PG&E sourced your electricity instead of CleanPowerSF.
The SFPUC sets rates for CleanPowerSF generation service, while PG&E controls other electric service charges on your bill including delivery (or distribution) charges, Power Charge Indifference Adjustment (PCIA), and Franchise Fee Surcharge (FFS). CleanPowerSF rate changes only affect the generation charges on a customer’s monthly PG&E bill.
