Free Toilet Program (Plumbing Fixture Replacement Program)
Replace old toilets for free, including installation by a licensed plumber! The Plumbing Fixture Replacement Program (PREP) helps residents save water and money by replacing old, water-wasting toilets. The program will be closed to new applicants on March 31, 2025.
Applicants must meet the following criteria:
- Have an active residential SFPUC water account.
- Have an existing toilet(s) with a rated flush volume of 1.6 gallons per flush (gpf) or higher. If your toilet was installed before 2014, it may be a good candidate for replacement.
- Install water-efficient showerheads and faucet aerators, provided for free
- If you are not the owner of the property, get a signed owner release form and email it to waterconservation@sfwater.org with the Reference number.

Properties with abnormal site conditions (e.g., rotted flooring, atypical plumbing configurations, etc.) will not be eligible for the PREP Program until conditions are improved by owners.
