SFPUC Seeking Renewable Energy Supplies and Stand-Alone Energy Storage for its CleanPowerSF Program

Request for Offers Accepted through August 16, 2024

 

SAN FRANCISCO – The San Francisco Public Utilities Commission (SFPUC) is accepting bids for Renewable Energy Supplies and Stand-Alone Energy Storage for its CleanPowerSF program. The agency is emphasizing diverse and emerging technologies in this solicitation, such as non-lithium-ion and longer duration storage technologies.

Specifically, this Request for Offers for Renewable Energy seeks bids of energy, Environmental Attributes, Capacity Attributes, Ancillary Services and related products from new and existing Eligible Renewable Energy Resources (“ERRs”), co-located ERR and Energy Storage resources and Stand-Alone Energy Storage (“SES”) resources directly connected or with the ability to directly deliver into the California Independent System Operator (“CAISO”) Balancing Authority Area.

Through this Request for Offers (“RFO”), the SFPUC seeks bids for the following energy supply product types:

  • Product 1: Product Content Category 1 (“PCC 1”) Energy, Environmental Attributes, and Capacity Attributes (if applicable) from new or existing ERRs (“Renewable Product”);
  • Product 2: Renewable Product with an expected annual capacity factor of at least 80% (“Baseload Renewable Product”);
  • Product 3: Renewable Product and Energy, Capacity Attributes, and Ancillary Services (“Storage Product”) from new or existing ERRs co-located with energy storage;
  • Product 4: Storage Product from new or existing standalone energy storage resources up to eight hours of duration;
  • Product 5: Storage Product from new or existing standalone energy storage resources of eight or more hours of duration; and
  • Product 6: Projects of any resource type that are eligible for the California Public Utilities Commission Mid-Term Reliability or Supplemental Mid-Term Reliability procurement order.

Bids shall meet the following additional criteria:

  • All resources must be directly connected to the CAISO BAA or be able to directly deliver into the CAISO BAA, with a preference for resources located in the nine Bay Area Counties;
  • For ERRs, minimum annual energy deliveries of 10,000 MWh per year;
  • Storage resources must provide Energy, Ancillary Services and Resource Adequacy capacity, and be at least 1 MW in size;
  • Initial delivery date by December 31, 2032;
  • For Lithium-ion standalone energy storage (“SES”) resources, terms up to 15 years; and
  • For other SES resources, terms up to 25 years.
