SIP Resources for Contractors
This page provides tools and resources to support SFPUC contractors (firms) in successfully meeting their Social Impact Partnership (SIP) reporting requirements.
Firms are expected to complete bi-annual reporting.
The fiscal year is divided into two reporting periods.
Q1/Q2: July 1-December 31; Q3/Q4: January 1-June 30.

On December 13, 2022, the San Francisco Board of Supervisors enacted Administrative Code Chapter 21F (Ordinance No. 261-22), authorizing the San Francisco Public Utilities Commission (SFPUC) to implement a Social Impact Partnership (SIP) Program by adopting Rules and Regulations. On October 8, 2024, the Board amended Chapter 21F (Ordinance No. 242-42).
The Public Utilities Commission has adopted Rules and Regulations in accordance with Chapter 21F. The Commission first adopted the SIP Program Rules and Regulations effective April 22, 2023, by Resolution No. 23-0075. On November 12, 2024, by Resolution No. 24-0235, the Commission amended the SIP Rules and Regulations effective November 18, 2024.
