Seacliff 1 & 2 Pump Stations and Force Main Upgrades
Overview
The SFPUC operates a combined sewer system that collects and treats wastewater (sewage and stormwater). Originally built in the 1930-40's, Seacliff 1 & Seacliff 2 Pump Stations provide essential sewer services to parts of the Seacliff area and connect to the existing sewers under El Camino Del Mar Drive, and ultimately to our Oceanside Treatment Plant. Both facilities are at the end of their useful life and in need of upgrades.

Project Background
What's a Pump Station and Force Main?
Our combined sewer system is mostly gravity operated, but in some parts of the City, pump stations are necessary to pump combined wastewater flows to treatment facilities. To convey the flows from the pump stations, force mains are the pressurized pipes that help move flows from the pump station and through the system.

- Protect water quality and aquatic life in the Bay
Seacliff 1 Pump Station & Force Main Upgrade:
This pump station and force main are operating beyond their service life and are located in an area that is difficult to access for repairs or upgrades. To continue serving this neighborhood, a new pump station is proposed to be constructed in a more accessible location and within the public right-of-way. The proposed pump station will be constructed to meet the current level of service requirements; thereby, providing additional protection from system overflows during heavy storms. The project also proposes to replace nearly 1,000 linear feet of force main that serves the pump station.
- Anticipated Construction Schedule: Construction is anticipated to begin in Summer 2025, with an estimated duration of 1 year.
Seacliff 2 Pump Station & Force Main Upgrade:
This pump station and force main are operating beyond their service life, and a more comprehensive upgrade is now being undertaken. This project will rehabilitate the existing pump station, replace most of the mechanical & electrical equipment; retrofit the underground structures; and provide architectural and safety upgrades. The project will also replace and upsize the existing 80-year-old force main.
- Anticipated Construction Schedule: Construction is anticipated to begin in Summer 2025, with an estimated duration of 2 years.

Construction Look Ahead
Seacliff Avenue Construction (Seacliff 1) Look - Ahead Schedule:
- December 12: Excavation along El Camino Del Mar and Seacliff Avenue anticipated to begin, please follow detour signage.
- December 15 - 19: Continuation of excavation and installation of main pipework via trenching along El Camino Del Mar and Seacliff Avenue.

26th Avenue Construction (Seacliff 2) Look - Ahead Schedule:
- December 1 - 5: Crews anticipated to begin potholing along 26th Avenue (Seacliff Avenue to El Camino Del Mar).
- January 2026: Anticipated Road closures to begin along 26th Avenue (Seacliff Avenue to El Camino Del Mar).

WHAT TO EXPECT DURING CONSTRUCTION
- SEWER SERVICE: These services will NOT be interrupted during construction.
- PARKING: Street parking will be impacted near construction zones, “No Parking” signs will be posted 72 hours in advance.
- TRAFFIC: Partial and/or full lane closures may be necessary to ensure safety of workers and the public. Advance notice and detour signage will be provided as needed.
- MUNI: Passenger loading zones for bus stops may be temporarily relocated. Advanced notice and detour signage will be provided as needed.
- ACCESS: Follow posted signage on site. Driveway access to businesses and residents in the work zone will be maintained during construction.
- NOISE: Neighbors may hear construction noise periodically. Noisy work will be conducted in compliance with the San Francisco Noise Ordinance.
- ODORS: If necessary, odor control measures will be in place during construction.
- NOTICE: A 30-Day and 10-Day notice will be distributed prior to construction to residents and businesses within the project area before construction begins.
