Power Rates 2024
New power rates went into effect on July 1, 2024.

The San Francisco Public Utilities Commission (SFPUC) voted on May 14 to adopt annual power rates for its two clean power programs, Hetch Hetchy Power and CleanPowerSF. The new rates went into effect for customers on July 1, 2024.
- Hetch Hetchy Power customers will experience a 12% rate increase. The average residential customer will pay $10 more per month for electricity services. Residential customers will continue to see, on average, a 30% savings on their electricity bills compared to PG&E.
- CleanPowerSF customers will experience, on average, an 8.5% rate increase. The average residential customer will pay $4 more a month for generation service.
Our rates are set based on the cost of providing power to our customers. As a not-for-profit provider, all revenues are put back into services and programs that serve our local community.
We continue to offer discounted rates and bill assistance to our power customers through a range of programs. Eligible customers can get information about ways to lower their electricity bill at sfpuc.org/billrelief.

What Customers Can Expect
CleanPowerSF Customers
CleanPowerSF rates for generation service increased slightly on July 1.
- For the average residential customer, this means a $4 increase to your monthly charges for CleanPowerSF generation service.
- For the average small business customer, this means a $16 increase to your monthly charges for CleanPowerSF generation service.
CleanPowerSF customers will continue to receive electricity that is more than 90% clean and renewable. PG&E currently offers energy that is about 45% clean and renewable.
Hetch Hetchy Power Customers
Hetch Hetchy Power residential rates increased an average of $7 for customers on the Customer Assistance Program (CAP), and about $10 for general residential customers. Residential customers will continue to see, on average, a 30% savings on their monthly electricity bills compared to PG&E. Hetch Hetchy Power continues to offer the lowest electricity rates in San Francisco while delivering100% greenhouse gas free power to all customers.

Public Process for Setting Rates
As a not-for profit, public power utility, the SFPUC is committed to a transparent, public rate setting process that prioritizes local customers rather than profits for shareholders. Below are four steps we take as part of our rate setting process:

The SFPUC studies rates every five years to match the real cost of giving supplying power to customers power with what we charge them. We finished the last Power rates study in 2022 and focused on: fairness for customers, protecting the environment, covering our costs, and making rates affordable, and easy to understand and predict.

We set new Hetch Hetchy Power and CleanPowerSF electric power rates for the SFPUC every year in July. The SFPUC and the public carefully look at our rates before we change them.

With each year’s rate change, the Rate Fairness Board—made up of appointed members including San Francisco residents and business owners-- reviews and gives us advice on rates. Four meetings of the Rate Fairness Board were held in 2024.

The five-member San Francisco Public Utilities Commission provides oversight to the SFPUC’s operations, including power services. The Commission approves contracts and helps set agency policies and rates for services. On May 14, 2024, the Commission held a public hearing to review and approve new rates for agency services. Why are rates changing?
We set our electricity rates based on the cost of service. Costs have increased over the past year for providing power services for both Hetch Hetchy Power and CleanPowerSF customers. Recent increases in power supply costs in California have resulted in increased costs to utilities providing clean, reliable power for their customers.

I’m a small business owner. How will this rate change impact my business?Starting July 1, the average CleanPowerSF small business customer will pay $16 more a month on their bill. CleanPowerSF commercial customers will continue to see savings compared to PG&E’s generation rate. Small businesses will save almost $250 a year by being a CleanPowerSF customer.
I’m a Net Energy Metering (NEM) / solar customer. How will the new rates impact me?
CleanPowerSF customers on our Net Energy Metering program will be impacted by the slight increase in CleanPowerSF’s generation charges just like our customers that are not currently on NEM. This means you will pay slightly more for electricity you consume; however, this also means you will be credited slightly more for exporting energy you do not use to the electric grid. What changes will I see if I currently receive a CARE discount on my CleanPowerSF/PG&E bill?For the average residential customer on a CARE discount, you will see an increase of $3.30 per month (instead of $4) for CleanPowerSF generation charges.
How does CleanPowerSF service compare to PG&E?We appreciate you being a CleanPowerSF customer and would love the opportunity to continue to serve you.
First, CleanPowerSF offers affordable rates and much cleaner energy compared to PG&E. Our rates have historically been at or lower than PG&E’s. As a result, we have helped San Francisco ratepayers save millions of dollars on their electricity bills. In 2023 alone, we helped save CleanPowerSF customers $50 million.
CleanPowerSF continues to offer a much cleaner energy mix than PG&E. PG&E currently offers energy that is about 33% renewable. CleanPowerSF’s Green service provides at least 50% renewable energy (by state standards) and another 40% of our mix is large hydropower, making our electricity service more than 90% clean and renewable.
